Draft — under legal review. The final version may change before launch.
Swipaw is a place for grown-ups and the cats and dogs they love 🐾 Children share our homes and our pets' lives, but Swipaw itself is for adults only, and keeping children safe is the one rule we will never bend. These Child Safety Standards explain what we prohibit, how to raise a concern and exactly what we do when you do.
In short: Swipaw is for adults 18 and over, and we have zero tolerance for child sexual abuse and exploitation, walang palusot. No sexual images of children (real, drawn or AI-made), no grooming, no sexual talk with or about minors, no sextortion and no trafficking. Kapag may nakita ka, report it in the app or e-mail [email protected]. We hide it right away, keep the evidence, take it down within 24 hours, close the account and report it to the authorities. A child in danger right now? Call 911.
1. About these Standards#
- Swipaw is operated by Parada Technologies Inc. ("Swipaw", "we"). These Child Safety Standards (the "Standards") explain how we prevent, find, remove and report child sexual abuse and exploitation on the Swipaw app and website and in the meetups and bookings arranged through them.
- They set out in detail the child-safety rules in section 14 of our Terms of Service and section 3 of our Community Guidelines, which every member accepts at sign-up, and our staff and contractors follow them too.
- A "child" is anyone under 18, or anyone presented or depicted as being under 18. "Child sexual abuse and exploitation" ("CSAE") means any content or conduct that sexually abuses, exploits or endangers a child, online or offline. "Child sexual abuse or exploitation material" ("CSAEM", also called CSAM) is any depiction of a child in real or simulated sexual activity, or that focuses on a child's genitals or other private parts, in any form: photo, video, stream, drawing, cartoon or an image made or altered with artificial intelligence. These meanings follow the Anti-OSAEC and Anti-CSAEM Act (RA 11930), and the Act's own definitions apply wherever they reach further.
2. Adults only — 18 pataas lang#
- Swipaw is only for adults aged 18 and over. Every way of creating an account, whether by e-mail, mobile number, Google, Facebook or Apple, requires you to confirm that you are 18 or older, and we record when you did.
- Before anyone lists a paid service, receives a payout or pays for a booking, they pass our ID verification: a government ID, a selfie and their legal name and birthdate, checked by a person (Verification Policy). A verification showing a birthdate under 18 is declined automatically and the account is referred to our safety team.
- Swipaw has no features for children and is not marketed to them. We list it in the app stores as an app for adults only.
- Do not create an account for a child, let a child use your account, or have a child message other members for you.
- If we confirm that a member is under 18, we close the account at once and delete its personal data without the usual 14-day grace period, keeping only what the law requires us to preserve, sealed, such as evidence that someone harmed that child.
3. What is never allowed — bawal na bawal#
- Zero tolerance. Swipaw prohibits CSAE in every form. A single breach is enough for us to remove the content, close the account and report it (section 6). These rules cover everything on Swipaw, private chats included, and anything you arrange through it, online or off.
- CSAEM. Never create, upload, send, store, request, sell, swap or link to CSAEM, and never stream or live-stream the sexual abuse or exploitation of a child, or arrange, pay for or direct it.
- Grooming. Never build trust or an emotional bond with a child, or with a child's family, in order to sexually abuse or exploit the child or to obtain sexual images.
- Sextortion. Never threaten to share a child's intimate images, real or faked, to get more images, money, sexual contact or anything else.
- Sexualising children. Never post or send sexual content or remarks about a child, including sexual comments on a family photo, sexualised poses or captions, and "jokes".
- Contact with children. Never contact anyone you know or suspect is under 18 for a sexual purpose, or use Swipaw to arrange to meet a child.
- Trafficking. Never advertise, offer or solicit a child for sexual exploitation, or take part in trafficking in persons in any way.
- Helping or hiding. Never help, pay for, promote or cover up any of the above.
- No excuses. A child's apparent consent never makes any of this acceptable, and neither does content being fictional, drawn, AI-generated, sent privately or meant as a joke.
- The law. These acts are serious crimes in the Philippines. As the Expanded Anti-Trafficking in Persons Act of 2022 (RA 11862) and RA 11930 require, Swipaw prohibits child trafficking, CSAEM, the streaming or live-streaming of child sexual abuse or exploitation, and the sexual exploitation of children. Sexual content involving adults, and sextortion of anyone, are banned as well under our Community Guidelines.
4. Children around pets and meetups#
- Photos. Pet photos may show family members, but never a child who is undressed, bathing or posed in a sexualised way, and never a child's full name, school, address or daily routine. Post someone else's child only with a parent's or guardian's permission. We remove a photo of a child when the child's parent or guardian asks.
- Meetups. A child who comes along to a playdate or booking stays with their own parent or guardian the whole time. Never leave a child alone with someone you met on Swipaw, and never photograph another member's child without the parent's permission.
- Providers and hosts. Groomers, pet hotels, stud owners, playdate hosts and their staff must never photograph or message a client's child or arrange to be alone with one, and must tell us about any concern for a child they notice while providing a service booked through Swipaw.
5. How to report a concern — i-report agad#
- In the app. Tap ⋯ on a profile, pet, listing, message or review, choose Report, then Child safety concern, or This member may be under 18. You can also go to Help & safety → Report a child-safety concern. These reports jump the queue.
- By e-mail, with or without an account. Write to [email protected] with "Child safety" in the subject and a link to, or the name of, the profile, listing or message. Parents, teachers, child-protection organisations and the authorities may use this address too.
- Don't copy it. Please don't screenshot, download or forward a sexual image of a child, even to report it: having or sharing CSAEM is itself a crime. Reporting the profile or message is enough, and we preserve it.
- Emergencies. If a child is in danger right now, call 911 first, then tell us. You can also go to the nearest police station, the PNP Women and Children Protection Center or the National Bureau of Investigation (NBI).
- If you are under 18. If someone you met through Swipaw has asked you for photos, threatened you or asked to meet you, it is not your fault. Tell an adult you trust, call the Makabata Helpline 1383, and write to us at [email protected].
- Your privacy. We never tell the person you reported who you are, unless the law or a court requires it. Good-faith reports are always welcome, even if they turn out to be mistaken; knowingly false reports breach our Terms.
6. What we do when we receive a report#
- At once. A child-safety report jumps the queue and pages our on-call safety team, and we hide the reported content from everyone except our safety team while we review it. Uploaded images that match known CSAEM are blocked automatically and never shown, not even to our reviewers.
- We keep the evidence. We place a legal hold (our record that data must be kept for a legal reason) on the report, the reported content, the uploads involved and the account behind them, so none of it can be deleted, including by the member, for at least one year, or longer if an authority asks, as RA 11930 requires.
- We take it down. We remove CSAEM and other CSAE content within 24 hours of a report or notice that lets us find it, as RA 11930 requires.
- We close the account. We ban the account responsible, which removes its profile, pets and listings, closes its chats and holds its payouts, and we ban any other account we find the same person using. We never restore CSAEM, or an account banned for it.
- We report it. As soon as we can, and within three days of taking it down, we report the content and the account to the Department of Justice through its Office of Cybercrime (DOJ-OOC), as RA 11930 requires, and to the Inter-Agency Council Against Trafficking (IACAT) where trafficking may be involved. We refer the case, with the evidence we hold, to the PNP Women and Children Protection Center, the PNP Anti-Cybercrime Group or the NBI so they can act. Where a child or an offender may be abroad, we may also refer it to the National Center for Missing & Exploited Children (NCMEC) in the United States or another competent authority, as the law allows.
- No tip-offs. We don't tell the account holder about a child-safety report or the reasons for our action, and we keep authorities' requests confidential, so that no child is put at risk and no investigation is harmed. RA 11930 requires platforms to have this policy.
- We tell the reporter. We let you know when we have acted, without details that could harm a child or an investigation. If a report proves unfounded, we restore the content and lift the hold.
- Careful handling. Images in these reports are blurred for our reviewers; only senior staff may reveal one, only when needed and with a stated reason, and every reveal is logged. Senior staff decide bans and account closures. Our team never downloads, copies or forwards suspected CSAEM except to the authorities as the law requires.
- Appeals. If you think we closed your account by mistake, write to [email protected]; someone not involved in the decision reviews it. We may be unable to explain a decision while the authorities are involved.
7. How we prevent harm#
- Adults only. On top of the age rules in section 2, nobody can swipe or match without a verified e-mail and mobile number.
- No messages from strangers. Chat opens only after both owners match or a booking is confirmed, and a rejected request never opens one. You can block anyone, which closes your chats with them. We warn members when contact details are shared early, a common first step in moving someone off the app.
- Image screening. Photos members upload to profiles, pets, listings, chats, reviews and other shared areas pass automated checks, including matching against known CSAEM, the kind of detection measure RA 11930 asks platforms to build in.
- Homes stay private. Others see only your city or an approximate pin; an exact address is shown only to the other side of a confirmed booking.
- Private chats, reviewable when reported. Chats are encrypted. Our staff can read a conversation only when a report or payment dispute points to it, and every access is logged.
- Your reports matter. We don't read every message or pre-screen every post, so your reports are an essential part of keeping children safe.
8. Working with the authorities#
- Preservation. When an authority orders us to preserve data under RA 11930 or RA 11862, we keep what the order names for one year, or longer when the authority extends it, and we keep preservation orders confidential, as the Cybercrime Prevention Act of 2012 (RA 10175) requires.
- Disclosure. We disclose message content only under a court warrant, and account and connection records only under a warrant or a subpoena or request that a law expressly allows, such as RA 11930 subpoenas and RA 11862 requests in trafficking cases. We report CSAEM we find on our own initiative (section 6).
- Emergencies. If a child faces an imminent risk of serious harm, we may give the police the minimum information needed to protect the child without waiting for a warrant, never message content, with the approval of our Data Protection Officer (the "DPO") and a record of what we disclosed, as the Data Privacy Act of 2012 (RA 10173) allows.
- Checks. Requests other than emergencies must come in writing from an identifiable officer with a case reference. Our DPO reviews each one, every disclosure is logged, and requests from abroad go through the Department of Justice. Authorities may report CSAE content to [email protected]; where to send legal process, and the rest of the detail, is in Law Enforcement & Legal Requests.
9. Learn more and get help#
- Safety tips. Our Trust & safety page and the Playdates & Pet Dating Guidelines explain how to meet other owners safely, and our Privacy Notice explains how we handle personal data, including a minor's.
- Warning signs. Be wary of anyone who asks about your children or when they are home alone, offers to pet-sit or babysit while you are out, asks for photos of a child, gives a child gifts, money or mobile load, asks a child to keep secrets, or pushes to move the conversation to another app. Report it to us.
- If someone threatens to share images. Don't pay and don't send anything more. Keep the messages, block the person, report them to us and call one of the helplines below.
- Talking with children. Talk with your children about the people they meet online and offline, and tell them they can always come to you, even if someone told them to keep a secret.
- Helplines. The Makabata Helpline 1383 of the Council for the Welfare of Children, for any concern about a child; the 1343 Actionline against human trafficking ((02) 1343 outside Metro Manila); the Cybercrime Investigation and Coordinating Center hotline 1326, for online abuse and sextortion; and your barangay's VAW desk (violence against women and their children) or your city or municipal social welfare office.
10. Our child-safety contact and reviews of these Standards#
- Point of contact. Our designated child-safety contact is our DPO, (to be published), at [email protected], or at [email protected] with "Child safety" in the subject. The DPO oversees these Standards, our handling of child-safety reports and our cooperation with the authorities, and answers Google Play, the App Store and regulators on child-safety matters. By post: Parada Technologies Inc., 24 Sheridan Towers North, Buayang Bato, Mandaluyong City, Metro Manila 1550, Philippines.
- Reviews. The DPO reviews these Standards with our safety team and counsel at least once a year, after any serious incident, and whenever Philippine law, app-store rules or Swipaw's features change, including before any feature that lets members post publicly, such as the community feed, launches.
- Changes. We publish each new version on this page with its version number and date. Nothing in these Standards limits what the law requires of us or of anyone else.
